The Institute was founded in 1960 as an international, not-for-profit association by 14 synthetic rubber producers headquartered in four different nations. Seeing a need to enhance synthetic rubber's image, the 14 charter members charged the association with carrying out a purpose that remains at the heart of the Institute's mission today. The bylaws now read:
To actively promote and further the interest of producers of synthetic rubber polymers and the interests of the public in manufacturing, engineering, safety, environmental control, transportation, international trade, and other matters of concern to the synthetic rubber industry.
In the 40 years since it’s founding, the IISRP has nearly quadrupled in size. Its worldwide membership now consists of 50 corporate members who represent 95 percent of the synthetic rubber produced around the world. Members have headquarters in Asia, Europe, Africa, and North and South America. Through the years the IISRP has gained recognition for our industry and its contributions to society. Although ever-changing needs have altered its course, it has remained true to the basic goals set by its 14 founding members four decades ago.
To accommodate its international makeup, the Institute is divided into geographical regions (formally referred to as Sections) representing Europe, the Far East, and the Americas. Each Section has a governing body of local Directors that makes decisions for the area.
The Institute Board of Directors consists of a Director from each member-company. It makes decisions that affect the entire association. In this way each corporate member, including those newly elected, participates in decision-making.
Each year the Board elects an International President and a Treasurer as well as a President and two Vice Presidents from each Section. They, along with the Immediate Past President and the Managing Director, make up the Executive Committee.
The Executive Committee establishes association policy while routine operations are handled by the Managing Director and a small staff located at Institute headquarters in Houston, Texas, USA. The Institute also has offices in London, England, and Tokyo, Japan.
Although the Executive Committee has the authority to make most decisions, projects requiring major financial outlays must be approved by the Board of Directors.

In addition to its overall mission of furthering the long-term growth of the synthetic rubber industry worldwide for the benefit of producers, customers, and ultimate users, the Institute also:
- Promotes the synthetic rubber industry and its benefits to society, stressing its history of innovation, technology improvement, and contributions to an improved quality of life.
- Promotes research, development, scholarship, and other scientific studies in fields related to synthetic rubber.
- Provides a forum for information exchange relating to technology and industry innovation among members.
- Takes a proactive position with government departments and agencies regarding matters affecting the industry, including environmental health, safety and other timely issues.
- Promotes and encourages development of international trade in synthetic polymers.
- Gathers, receives, prepares, and disseminates information and statistics about the synthetic rubber industry.
- Promotes the characterization and nomenclature of general-purpose synthetic rubber polymers.
- Does all that is reasonably necessary, proper or advisable, and in conformity with all applicable laws, for the attainment of the above purposes or for the furtherance of any or all of them.
The IISRP coordinates regional and global meetings on behalf of its members including the Annual General Meeting (AGM). Each year the AGM is the one opportunity for heads of most all of the major SR producers to come together and exchange views with their peers and to hear presentations on timely topics impacting the industry.
